The Ministry of Communications and Information Technology, Bucharest, announces the introduction of a new National Numbering Plan (NNP) in Romania, as from 14 June 2002.


The change of numbering plan will affect all the existing numbers (fixed and mobile telephony and services).


Introduction

With effect from 14 June 2002, the E.164 numbering plan of Romania will become a nine‑digit (9) plan in format ZABPQMCDU. The international public telecommunication number structure of Romania will have eleven (11) digits in all (including country code +40).

CC + N(S)N,
where CC is the country code of two (2) digits +40
N(S)N is the national (significant) number consisting of nine (9) digits, ZABPQMCDU.


Why change at this time?

The rapid growth of the telecommunication market and the planned full liberalisation of fixed telephony (1 January 2003) will lead to a substantial increase in the use of number resources, making it necessary to expand the capacity of the numbering plan.

General features of the new plan

Starting from 14 June 2002 the existing eight-digit N(S)N, in format ABPQMCDU, will be converted to a nine-digit N(S)N, in format ZABPQMCDU.


The new digit Z that will be added, will be:



Z = 2

For existing geographic numbers for PSTN/ISDN (fixed voice telephony)


Z = 7

For non-geographic, mobile (cellular) telephony numbers


Z = 8
Z = 9

For non-geographic, non-mobile numbers (ex. Freephone, Premium Rate)


· NNP will remain, in this first phase, an open numbering plan.

· The leading (0) remains as prefix for national calls, (0) ZABPQMCDU. The leading (0) is not dialled for calls from abroad.

· (00) – International access prefix.

· Z = 1 (short numbers).

· 10X(Y) – future use for carrier selection of short numbers (indirect access).

· 11X – short numbers will gradually be assigned to national emergency services (112, 115, 118, etc.).

The new national destination codes (NDCs) will have two or three digits (2A or 2AB), by adding the digit “2” in front of the existing NDCs, having one or two digits (A or AB).

Parallel access

From 14 June 2002 until 14 September 2002, the existing numbering scheme will run in parallel with the new scheme. After 14 September 2002, for two months, call accessing eight-digit N(S)N will be routed to a recorded announcement and the call will be discontinued. Only calls accessing nine-digit N(S)N will be completed.

The National Regulatory Authority for Communications (ANRC), Bucharest, announces the opening of a new range of numbers (Z=3) in the existing National Numbering Plan (NNP), as from the date of this notification.

– Introduction


With effect from 14 September 2002, the E.164 numbering plan of Romania has become a nine-digit (9) plan in format ZABPQMCDU. The international public telecommunication number structure of Romania has eleven (11) digits in all (including country code +40).

– General features of the new plan


Following the full liberalization of the national telecommunications market, from 1 January 2003 until now, the National Regulatory Authority for Communications (ANRC) received requests for granting telephone numbers from thirty-two new fixed operators. Due to the limited availability of the existing numbers in the range Z=2, ANRC decided to open a new range of numbers (Z=3), which will be assigned to the new national telephony operators. This new range will define a closed-numbering resource, which will run together with the existing open-numbering resource (Z=2), until the closing of NNP.


The National Regulatory Authority for Communications (ANRC) adopted the National Numbering Plan by President Decision No. 140/2002, published in the Romanian Official Journal, Part 1, No. 20 of 15 January 2003. The National Numbering Plan of Romania is available on the site of ANRC at the address www.anrc.ro


The digit Z defines the following range of numbers:


Z = 1

10XY(Z) Carrier Selection Codes 11X National short numbers, for various services (112, 118, etc.)


Z = 2

National geographic open-numbers for telephony services provided by public fixed electronic communication networks (PSTN/ISDN)


Z = 3

National geographic/non-geographic closed numbers for telephony services provided by public fixed electronic communications networks (PSTN/ISDN)


Z = 7

National non-geographic numbers for telephony services provided by public mobile electronic communication networks


Z = 8

National non-geographic non-mobile numbers for varied services (i.e. freephones, universal access numbers, personal access numbers, pre-paid cards, ETNS routing numbers, dial-up access)
